Rebranding, Positioning and Marketing Services
Request for Proposals No. CED2022-01

As part of its 2022-2026 strategic plan and to mark its 25th anniversary, the Township of Champlain, hereinafter referred to as the Township, is seeking a firm to provide a variety of branding services to develop a branding concept for the Township as an up-and-coming location for businesses, visitors and residents, including municipal identity/branding, development of a brand values statement, market research, messaging/positioning development, logo development, associated graphic standards, and recommendations for brand implementation from initial rollout, to development, and full transition to a new brand.

Description of the works

The following is a general but not necessarily complete description of the works to be constructed under this contract. 

Implementation Plan

Develop an action plan for implementation of the brand in sufficient detail to allow the Township to understand the approach and work plan. An action plan should include, but not be limited to:

    • Estimated costs/budget associated with the implementation process
    • Proposed timelines
    • Recommended positioning, logo and brand guidelines
    • Plan for brand identity applications and maintenance
    • Plan for how public officials, municipal employees, businesses and residents will work together to implement and promote the new brand
    • Brand usage training for Township staff and additional key stakeholders.

Creative Development Brand

Research will be the basis for the development of a brand concept, creative elements, messaging/positioning, and the overall brand initiative. The consultant will create and implement a brand research plan, which will include: qualitative and quantitative information from the SOARR Analysis of the 2022-2026 Corporate Strategic Plan, analysis of competitor marketing strategies, and measures that will be used to determine if the branding effort is successful.

Logo and Color Palette Selection Process:

    1. Five distinct creative options must be presented for approval to the Communication Specialist, based on the results of the research;
    2. The five creative options, once approved by the Communication Specialist, must be presented to the public, through an online voting system;
    3. The Township Administration and Council will choose between the two creative options chosen by the public;

The selected design will be delivered, with the final option delivered with a style manual and guidelines:

    • Define the brand essence, character, brand promise, key brand messages, core values, audiences perceptions, and competitive position as determined through the research process.
    • Develop a visual brand identity that includes design concepts, logos, typography, colour palettes and other products to support the overall brand identity. The visual brand identity will be delivered with a style manual and guidelines for use which will include core brand applications such as signage, stationery, and additional templates. The visual brand will also include the various municipal branches including but not limited to the community center, the Be More Active fitness program, the public library, and the parks.
    • Visual design recommendations for the website and other existing assets to ensure it is in line with the overall brand.
    • Create custom banner designs; develop various marketing pieces such as, but not limited to logo elements, letterhead, business cards, vehicle decals, marketing brochures & materials, etc.
    • Development of content that could be easily updated and manipulated by Township staff as needed without the need for additional services.
    • A copyright release granting full ownership of all materials produced shall be provided. All photography/design elements shall be provided in a digital format. All materials, photography and design elements shall be designed and produced to be adaptable across multiple platforms and size specifications.
    • All file formats produced must in an acceptable size and quality for use across multiple forms of media (digital, mobile, web, print etc.).

Marketing Plan

Create and implement a marketing plan, which will include:

    • Recommendations to articulate the brand, define markets and promotional avenues, and advise on strategies to better promote and create brand awareness.
    • Creation of, or revisions to, existing marketing and communications policies, procedures and strategic plans to complement the brand.
    • Promotion of the use of the brand among Township community agencies, groups, and businesses while maintaining brand integrity.

    • Analysis of competitor marketing strategies
    • Measures that will be used to determine if the branding effort is successful.
    • Maintenance and consistency of brand image and messaging while providing suitable flexibility for the target audiences of the participating departments.
    • Recommendations of ways to articulate the brand; define markets and promotional avenues; and advise on strategies to better promote and create brand awareness.

 Vankleek Hill Community Centre Building Upgrades - Tender A

The Township of Champlain is requesting tenders for the building upgrades of the Vankleek Hill Community Centre.

Description of the works

The following is a general but not necessarily complete description of the works to be constructed under this contract. 

  • Removal of the ice rink pad and part of the perimeter apron slab.
  • Disposal of existing dasher boards and associated components (demolition by Township staff)
  • Part existing bleacher demolition
  • Instaltion new refrigerated concrete ice pad, and perimeter slab
  • Installation of a new dasher board system

Examination of Site

A mandatory pre-bid meeting for those intending to bid on the project will take place on Tuesday, August 30th, 2022, at 9:00 AM at the Vankleek Hill Community Centre in Vankleek Hill, ON.

Attendees will be notified of meeting requirements/changes (COVID-19 protocols) prior to the meeting. Failure to attend the meeting will disqualify the prospective bidder’s tender. Each bidder will have the opportunity to examine the site, all areas and services which may affect the proper execution of the work. No claim for extra payment will be allowed for work or difficulties encountered due to conditions of the site which were visible or reasonably inferable prior to the date of submission of tenders.
