Website Redesign, Implementation, Hosting and Technical Support Services

Request for Proposal No. RFP-COM-01-2025

The Nation Municipality, the Township of Champlain, the Township of Alfred and Plantagenet, and the City of Clarence-Rockland are seeking proposals from qualified proponents to provide website redesign, implementation, hosting, and technical support services to each Corporation as set out in this Request for Proposal.

Description of the works

Local government websites serve as the primary communications tool, acting as the central hub for residents, businesses, and visitors to access essential information, engage with municipal services, and stay informed about community initiatives. As the first point of contact for many, these websites must deliver an exceptional user experience while maintaining accessibility, security, and ease of management.

This RFP represents a collaborative initiative among multiple municipal corporations, each seeking to modernize their web presence. While this is a group RFP, it is critical to note that each participating entity will require a unique website solution, customized design, and separate contract to meet their specific needs, branding, and functional requirements.

Each municipality’s website will be hosted under its own independent environment, ensuring full data segregation, independent domain management, and compliance with Canadian data sovereignty laws. Dedicated hosting will prevent cross-municipal dependencies, ensuring performance and security integrity.

Project Schedule

The website development project for the four Corporations will be carried out in two distinct phases:

  1. Phase 1 will begin in 2025, with the City of Clarence-Rockland’s website being developed and launched before September. The Nation Municipality’s website will be developed at the end of 2025 and launched at the start of 2026.
  2. Phase 2 will follow in 2026, completing the project with the development and launch of websites for the Township of Champlain and the Township of Alfred-Plantagenet.

Please note that these phases and timelines are subject to change based on the selected agency’s capabilities and team size. Adjustments may be made to ensure the highest quality and efficiency in the development process.

Vankleek Hill SPS2 Forcemain Replacement

Request for Proposal No. RFP-PW-2025-01

Closing Date: Thursday, March 20th, 2025, at 3:00 p.m.

The Township of Champlain is seeking proposals from qualified Engineering Firms for the Vankleek Hill SPS2 Forcemain Replacement.

Description of the works

The following is a general but not necessarily complete description of the works to be constructed under this contract.

  • Carry out all pre-requisite field surveys, studies, preliminary and detailed engineering designs, detailed drawings, contract administration, and construction supervision.
  • To address issues with recurring forcemain breaks.
  • Successful consultant will also be requested to secure all external approvals required by senior levels of government.
  • The Proposal be delivered to 948 Pleasant Corner Road East, Vankleek Hill, ON K0B 1R0.

 Supply and Delivery of a Backhoe Loader

The Township of Champlain is requesting bids from qualified equipment suppliers for the supply and delivery of a backhoe loader.

Description of the works

The following is a general but not necessarily complete description of the works to be constructed under this contract.

  • Supplying and delivery of one (1) 2024 or 2025, new Backhoe Loader 4WD/D Extendahoe with Ride Control as per specifications in Form 2 of tender document.
  • A new integral backhoe loader or an integral loader with a backhoe but not a tractor with a loader and a backhoe, no bucket, digging depth 17’-11’’ (extended) with powershift transmission 4F 3R synchronized.
  • Equipment shall meet or surpass the mandatory requirements of the “Canadian Motor Vehicle Safety Regulations” (SOR-70-487) amended and must bear the National Safety Mark, outlined in those regulations.
  • The equipment shall be delivered to 1023 Pleasant Corner Road East, Vankleek Hill, ON K0B 1R0.

Supply and Delivery of a Loader

The Township of Champlain is requesting bids from qualified equipment suppliers for the supply and delivery of a loader.

Description of the works

The following is a general but not necessarily complete description of the works to be constructed under this contract.

  • Supplying and delivery of one 2024 or 2025, new Articulated Four-Wheel Drive Front-End Loader as per specifications in Form 2 of tender document.
  • A new loader with a turbcharged diesel with a minimum 162 Peak net horsepower at 1,800 RPM with a minimum ISO Operating load of 10,500 lbs and a heaped bucket capacity of minimum 2.5 cu. yard.
  • Equipment shall meet or surpass the mandatory requirements of the “Canadian Motor Vehicle Safety Regulations” (SOR-70-487) amended and must bear the National Safety Mark, outlined in those regulations.
  • The equipment shall be delivered to 1023 Pleasant Corner Road East, Vankleek Hill, ON K0B 1R0.

The Purchasing Division of our Finance Department is responsible for the procurement of goods, services and construction in the Township.

Their duties are to:

  • Acquire goods and services as economically as possible through price, quality and delivery
  • Work with the core values of the Corporation and in an ethical, professional and accountable manner
