 Open 2025 Bids and Tenders

 Purchase of Fire Trucks (Sole Source)

The Township of Champlain intends to purchase two pumper fire trucks from Thibault Fire Trucks through a sole-source procurement process.

This acquisition is being treated as an emergency purchase under Section 5.21 of the Township’s Procurement Policy for the following reasons:

  1. Cost Risks Due to Trade War: Issuing a public tender at this time may lead to significantly increased costs due to current global trade uncertainties. These increases could result in tax hikes for residents who are already dealing with the rising cost of living.
  2. Supply Chain Disruptions: The global trade war, particularly involving the United States, poses a risk of disrupting the Canadian supply chain. Delays in acquiring fire trucks could affect the Township’s emergency response capacity.
  3. Non-Guaranteed Pricing: Even with a public RFT process, vendors are likely to include escalation clauses to protect against unpredictable price increases, meaning costs would not be guaranteed and could still rise substantially.

Potential suppliers who wish to challenge this sole-source procurement must contact the Township within ten (10) business days from the date of this notice. Suppliers must:

  • Have equivalent pumper trucks currently in inventory (this is an immediate purchase; we are not seeking custom-built units).
  • Provide trucks of equal or greater quality. Lower-tier models will not be considered.
  • Submit a detailed proposal with specifications that match those of the trucks intended for purchase.

Purchasing Division

The Purchasing Division of our Finance Department is responsible for the procurement of goods, services and construction in the Township.

Their duties are to:

  • Provide fair, open and transparent bid opportunities to contractors and suppliers
  • Acquire goods and services as economically as possible through price, quality and delivery
  • Work with the core values of the Corporation and in an ethical, professional and accountable manner
