Background on the Project and the UCPR Steering Committee

The Government of Canada, in partnership with Alto, has announced plans to advance the development of a high‑speed rail system in Eastern Ontario. The first phase of this work focuses on the Ottawa–Montréal corridor, which would cross the United Counties of Prescott and Russell (UCPR) and may directly or indirectly affect every municipality in the region.

To ensure that the UCPR is well‑informed and able to participate effectively in the federal consultation process, the UCPR Council has established a High‑Speed Rail Steering Committee. This committee brings together senior municipal representatives from all UCPR municipalities, along with key officials from the UCPR Administration.

Purpose of the Steering Committee

The Steering Committee’s role is to coordinate information‑sharing and provide a unified regional approach as the project evolves. Its work includes:

  • Reviewing information provided through the federal consultation process, including proposed route options, timelines, and potential impacts on local communities.
  • Identifying regional opportunities, challenges, and considerations related to transportation, land‑use planning, economic development, environmental factors, and municipal infrastructure.
  • Ensuring clear, consistent communication with all UCPR municipalities.
  • Preparing reports and strategic guidance to support UCPR decision‑making throughout the project.

The Warden will serve as the official representative of the UCPR’s unified regional perspective in discussions with Alto, the Government of Canada, and other relevant partners.
