The Role at a Glance
As Director of Infrastructure, you will provide strategic leadership and operational direction for a comprehensive portfolio of municipal services that directly impact our community's daily life. Reporting to the Chief Administrative Officer, you will lead a dedicated team and shape how we deliver transportation infrastructure, water and sewer services, facilities management, and waste disposal operations across the Township.
Your Impact & Key Responsibilities
You will drive strategic outcomes strengthening community infrastructure and service delivery. Key responsibilities include overseeing road network design, construction, and maintenance; managing three water and wastewater systems through the Ontario Clean Water Agency; overseeing landfill operations and waste management; supporting subdivision and development review; preparing and administering operating and capital budgets; leading all HR functions including staffing, performance management, and health and safety; preparing Council reports and attending meetings; developing and enforcing municipal by-laws; maintaining partnerships with municipalities, agencies, and stakeholders; and ensuring emergency response readiness.
Responsibility Areas and Key Activities
- Infrastructure & Asset Management: Road network design, construction, and maintenance; subdivision and development review; capital asset planning
- Water & Environmental Services: Managing three water and wastewater systems through the Ontario Clean Water Agency; ensuring regulatory compliance
- Waste Management: Overseeing landfill operations; implementing waste management programs and strategies.
- Financial Planning: Preparing and administering operating and capital budgets for Public Works department.
- Human Resources Leadership: Leading all HR functions including staffing, performance management, training, and health and safety.
- Council & Governance: Preparing Council reports; attending Council meetings; developing and enforcing municipal by-laws.
- Stakeholder Relations: Maintaining partnerships with municipalities, agencies, and stakeholders; community engagement
- Emergency Management: Ensuring emergency response readiness; coordinating emergency operations as required.
Who You Will Work With
You will be part of the Township's senior management team, working closely with the Chief Administrative Officer and department directors. You will lead your Public Works team including a Municipal Engineer, Administrative Assistant, Supervisor of Public Works, Mechanic Coordinator, and six Truck Driver-Labourers. You will collaborate with Council, other departments, community members, and external stakeholders including provincial and federal officials, consultants, developers, and the Ontario Clean Water Agency.

You are comfortable with technology, possessing sound working knowledge of word processing, accounting, and presentation programs that support efficient departmental operations. What You Bring
- University degree in Civil Engineering or related field, or C.E.T. designation, or equivalent combination of education and experience
- Minimum five years of municipal public works experience at a supervisory level with proven leadership success
- Experience in strategic planning, budget processes, financial reporting, and forecasting
- Strong command of the English language is essential.
- Bilingualism considered to be an asset.
- Valid G Class driver's licence.
- Police Criminal Record Check required.

- This is a full-time, regular position with 37.5 hours per week, providing work-life balance while meeting the demands of municipal service.
- The Township of Champlain offers a competitive compensation package with the salary ranging from $117,234 to $139,796 per year. The salary is determined upon hire based on your qualifications, experience, skills, and knowledge.
- 4 weeks vacation plus 1 week time-in-lieu of overtime.
- You will work primarily in office and field settings, meeting with the public to address concerns and occasionally working in adverse conditions.
- Regular vehicle operation within the municipality is required.
- The role involves activities that create a high degree of responsibility, including meeting definite deadlines and managing situations affecting community health and safety.
