Change of Use

Scope of Work

Changing the use of a building from one function to another (i.e., converting an office space to a retail space, or creating a secondary suite, etc.). A building permit is required any time there is a proposed change of use, even when there is no proposed construction. 

Change of use projects are regulated by the Ontario Building Code. A building permit is required to ensure health and safety requirements are met for the building occupants. Compliance with Zoning By-law, Conservation Authority, and other applicable law, as required.

Required Documentation

Required Inspections

Framing

Required at completion of structural framing.

Fire Separation

Required after completion of wall, floor, and shaft separations and fire stopping, before interior finishes are installed.

Mechanical (HVAC) Rough-In

Required after rough-in of fireplaces, ductwork, heating, ventilation, and air conditioning systems.
ESA rough-in required.

Fireplaces and Chimneys

Inspection required at commencement of installation.

Plumbing Rough-In

Required at completion of drains, waste, vent, and water piping systems. An air or water test is required.

Insulation / Vapour Barrier

Required after installation of insulation, air barrier, and vapour barrier.

Occupancy

A person may occupy a dwelling provided that an occupancy permit has been issued by the building inspector. To be eligible there must be no outstanding Building Code Orders and certain building components and systems must be complete and inspected under Division C 1.3.3.

Final Inspection

Required upon completion of the building.

Professional Design Requirements

  • All drawings submitted for building permit applications must be prepared and reviewed by a qualified designer, architect, or professional engineer.

Additional Information

  • Planning approval is required before a building permit can be issued.
